Brief Narrative of LRTP Development Processes

The development of our Long-Range Transportation Plan (LRTP) is a collaborative effort characterized by a robust, data-driven process that ensures we make informed and effective decisions that align with regional priorities.  Our approach begins with a thorough assessment of current conditions and a detailed forecast of future growth.  The integration of exploratory scenario planning allows us to prepare for various future uncertainties, ensuring that our plan is adaptable to different growth patterns and potential challenges such as transportation technology advancements, climate change, and evolving commuting habits.  We employ advanced data analytics and performance-based methodologies to evaluate and prioritize projects, ensuring that the selected projects are not only necessary but also resilient and capable of meeting future demands.  

Community engagement is a cornerstone of our LRTP development process.  Over the five-year planning cycle, we make genuine efforts to involve the community through a variety of innovative virtual public involvement opportunities.  These include interactive story maps, an LRTP metaverse, and a candidate project portal that allows the public to submit candidate transportation projects.  We also conduct traditional outreach methods, such as surveys, meetings, and other events, to gather input from diverse regional stakeholders, including local, state, and federal agencies, transit authorities, community groups, and the general public.  By applying an equity lens in our analysis and actively seeking input from underrepresented communities, we strive to ensure that our transportation improvements are equitably distributed and accessible to all.

Fiscal constraint is another critical aspect of our planning process, ensuring that our LRTP is not only robust but also realistic and financially feasible.  In coordination with the state and other regional and local partners, we meticulously identify funding sources and apply fiscal constraints to ensure that our plan includes a mix of multimodal transportation solutions.  This approach guarantees that our projects are not only affordable but also aligned with regional goals.  By prioritizing projects through a data-driven and equitable lens, we are confident that our LRTP will lead to a more sustainable, efficient, and inclusive transportation network for the region.

Fiscal Constraint Summaries

LRTP

The fiscal constraint process for the Long-Range Transportation Plan (LRTP) involves coordination with state, regional, and local partners to ensure the financial feasibility of the transportation projects included in the plan.  This collaborative approach includes a comprehensive identification of funding sources and the application of fiscal constraints to guarantee a balanced and multimodal transportation system.  Key funding sources can include federal, state, regional, and local revenues, as well as other special project-specific revenues.  The development of funding guidelines with stakeholders ensures that funds are allocated across different modes of transportation, such as highways, transit, and active transportation projects, and across the region.  By aligning project prioritization with available revenues and adhering to fiscal constraint principles, the LRTP ensures that planned improvements are not only financially sustainable but also aligned with regional goals.

2017 HRPDC Title VI/Nondiscrimination Review Report and Findings

The HRTPO and HRPDC did not receive the 2017 HRPDC Title VI/Nondiscrimination Review and Findings. The Hampton Roads, Virginia Transportation Management Area Planning Certification Review dated February 1, 2021 references this report not being received in at least four different locations. Page 26 of the document states "Included in the 2017 Federal review was a recommendation that the VDOT conduct a Title VI/Nondiscrimination review of the HRPDC. The recommendation followed a successful effort to address voting issues between the HRTPO and the City of Franklin and Southampton County. A review was conducted in 2017 and the FHWA participated in the review. Following the review, the FHWA requested a copy of the final report from the VDOT detailing the review and findings. However, no report has been made available to the HRPDC and/or FHWA, at the time of the Certification Review.

"Since over 3 years have passed, the Federal Review team is now requesting that the VDOT (Hampton Roads District office) conduct a current Title VI/ Nondiscrimination review of the Hampton Roads Planning District Commission (HRPDC) within six months of the final Federal Certification report, and submit the final report to the FHWA Virginia Division and FTA Region III office." A copy of the Hampton Roads, Virginia Transportation Management Area Planning Certification Review dated February 1, 2021 has been uploaded for reference.
